 The Evolving Water System of the City of Los Angeles

Civil engineers have shaped the development of Los Angeles since its founding in 1781. That influence quickly expanded across California with the construction of the Los Angeles Aqueduct in the early 1900’s. LA’s water system has evolved from a system of ditches to an expansive network of aqueducts, reservoirs, pipelines, and treatment plants, enabling Los Angeles to grow from a pueblo to a sprawling city. Engineers today face many new challenges including aging infrastructure, climate change, and stricter drinking water quality standards. Engineers at the Los Angeles Department of Water and Power are ready to meet those challenges by replacing infrastructure at a record pace, developing more local water supplies, and exploring new water treatment technologies. This seminar will discuss LA’s evolving water system and how innovation and technology are shaping its future.

Adam Perez, P.E. is currently a manager for one of the three Water System Project Management Office (PMO) Groups at the Los Angeles Department of Water and Power.  Adam Perez has over 17 years’ experience as a Civil Engineer and has worked in the both the private and public sector.   His background includes work as a Geotechnical Engineer aboard in the country of Norway and in Alaska for the Cook Inlet Pipeline.   His experience with LADWP includes working as a designer and manager of the Geotechnical Engineering Group.  Currently as a manager in the PMO, he is responsible for the project delivery of several large infrastructure projects that include water treatment, trunk line and mainline, and dams and reservoirs.

 Serge Haddad, P.E. is a Waterworks Manager for the Construction Management Group at the Los Angeles Department of Water and Power.  For over 15 years with the City, his experience has included structural design, project management, construction, policy development, City Council liaison, and water recycling.  He currently oversees the work of construction managers and resident engineers. Together, they ensure water system facilities in the City are constructed to design standards.  Mr. Haddad is also the current Chair of the Civil Engineers for Infrastructure organization and the former President of the Metropolitan Los Angeles Branch of ASCE.  Mr. Haddad is a registered Civil Engineer in California and a graduate from Loyola Marymount University and the University of Southern California.

 Annette Flores, P.E. is currently a Project Manager in the Water Engineering and Technical Services Division of the Los Angeles Department of Water and Power. Her experience with the Department includes the design and construction of trunk lines and projects related to the operations and maintenance of Department facilities. She currently leads teams of engineers through the design and construction of multi-million dollar projects. She is a registered Civil Engineer in California. She is a UCLA Alumni with a Bachelor’s Degree in Civil Engineering.
